United Nations human rights experts urged the Canadian government to take all feasible measures to protect Sikh activist Moninder Singh in Canada after he received multiple warnings regarding credible and imminent threats to his life, according to official correspondence released on Tuesday. Citing reports from independent special rapporteurs, the international body highlighted grave concerns regarding foreign intimidation and reprisals directed against the 44-year-old Canadian national.
Based on reports from the UN Human Rights Council, Singh has been issued four separate duty to warn notices by Canadian law enforcement authorities since 2022. The correspondence emphasizes that these alarming security risks demand an immediate and robust response from Ottawa to guarantee the safety of both Singh and his family members living on domestic soil.
The official letter, which was dated June 3 and made public two months later, was authored by five distinct independent special rapporteurs specializing in counter-terrorism, human rights defenders, freedom of religion, and peaceful assembly. According to the document, investigators must accelerate their ongoing probes into these foreign intimidation allegations to hold perpetrators fully accountable under the law.
Singh previously traveled to Geneva earlier in the year to appeal directly for international intervention against alleged transnational repression targeting Sikh activists abroad. Asserting his resilience, Singh stated that "when a foreign state feels empowered to commit violence in Canada to silence dissent, it signals a profound failure to protect the rights and safety of targeted communities."
Broader Concerns Over Transnational Repression And Bilateral Tensions
According to the UN experts, the targeted threats against Singh fall directly within a broader and deeply troubling pattern of transnational repression conducted by Indian authorities against Sikh activists across multiple Western nations. Sikh community advocates have repeatedly accused the Indian government of orchestrating operations abroad, though New Delhi has consistently denied any involvement in such foreign plots.
This diplomatic friction echoes the high-profile 2023 assassination of Hardeep Singh Nijjar, a close associate of Singh who was fatally shot outside a Sikh temple located in a Vancouver suburb. The subsequent fallout severely strained diplomatic ties between Ottawa and New Delhi, resulting in the reciprocal expulsion of several diplomatic officials during the height of the controversy in 2024.
Bilateral relations experienced a temporary thaw after Canadian Prime Minister Mark Carney assumed office and visited India to execute several major trade agreements, which coincided with local authorities temporarily downplaying previous threat assessments. However, human rights advocates maintain that underlying security vulnerabilities for diaspora activists still require constant vigilance and uncompromising enforcement from federal agencies.
Both Singh and Nijjar have actively participated in a fringe political movement advocating for an independent Sikh state known as Khalistan, a contentious geopolitical issue originating from the partition of India in 1947. Reflecting on his ongoing advocacy, Singh remarked that "my leadership and advocacy for Khalistan are rooted in international law, human rights principles and most importantly the lived experiences of my community."
