Israel Orders Transfer of West Bank Law Enforcement
On Friday, Israeli Defence Minister Israel Katz ordered the military to prepare a plan for transferring civilian law enforcement in the occupied West Bank to the Israeli police. According to reports from the Israeli newspaper Haaretz, the decision follows severe criticism over the army's handling of Israeli settlers who besieged a Palestinian home in the village of Qusra.
Minister Katz justified the structural shift by stating that the primary role of the military is to combat terrorism rather than police domestic civil disturbances. The Defence Ministry indicated that the Israeli police would establish a specialized force to manage these civilian administrative matters moving forward.
Citing reports from regional authorities, the decision alters how security operations are categorized within the territory by shifting responsibilities from military command to domestic civilian police oversight. The move directly impacts oversight of actions involving settlers and local Palestinian communities.
Palestinian leaders and political experts immediately condemned the directive as a dangerous acceleration of illegal annexation, apartheid, and systematic displacement across the region. Analysts argue that replacing military occupation law with domestic civilian law fundamentally erases established territorial borders.
Palestinian Officials and Analysts Warn of Annexation
Mustafa Barghouti, secretary-general of the Palestinian National Initiative, warned that the decision amounts to handing over the West Bank directly to radical settlers. Barghouti stated that "they repeat what the Zionist terror gangs did in 1948, like the Haganah and the Stern Gang" while condemning the overarching political strategy.
Mohanad Mustafa, an academic and researcher in Israeli affairs, explained that shifting authority to a domestic police force under National Security Minister Itamar Ben-Gvir legally alters the status of the territory. Mustafa noted that "this means that the government has annexed the West Bank" and absolves the military of international law obligations.
Hussein al-Sheikh, secretary-general of the Palestine Liberation Organization's executive committee, described the mandate as a blatant violation of international agreements designed to impose Israeli sovereignty. Hamas similarly released a formal statement condemning the order as a dangerous step toward enforcing permanent de facto annexation.
Expert Nihad Abu Ghosh asserted that radical settlers have evolved into fascist militia formations that effectively perform the state's enforcement duties. Abu Ghosh stated that these groups carry out roles that require evading discipline and laws to achieve creeping, gradual annexation.
International Condemnation and Calls for Concrete Sanctions
Shadi al-Shurafa, a researcher in Israeli affairs, criticized the dual legal framework as a textbook application of an overt racist apartheid system. AlShurafa warned that the ultimate goal of the current administration involves trapping Palestinians in isolated cantons and isolated Bantustans through ethnic cleansing.
Other regional analysts pointed to the complicity of the international community, arguing that foreign statements condemning settler violence fail to halt the underlying political project. Adel Shadid stated that the current situation represents a post-annexation phase where Palestinians face extreme pressure to consider migration.
Andrew Whitley, former United Nations official and Chair of Trustees of the Britain Palestine Project, stressed that the planned transfer is completely illegal under international standards. Whitley urged immediate global intervention, stating that "we have to do much more than just wring our hands and complain that governments are not doing anything about this."
Whitley concluded by demanding concrete international sanctions to halt the rapid erasure of the Palestinian presence and preserve the viability of an independent state. Legal experts continue to urge global bodies to address the shifting jurisdictional status before structural changes become irreversible.
